Foreign Military Sales

The E-2 is currently in service with the armed forces of Israel, Japan, Egypt, Singapore, and Taiwan, and was delivered to France in 1998. Discussions with several other potential customers are ongoing.

Northrop Grumman Corporation's Integrated Systems Sector (ISS) has manufactured 36 new Group II E-2C Hawkeyes for the Navy and two for France, which will receive its third Group II procured under the Hawkeye 2000 multiyear program to keep its inventory consistent.

On October 5, 1998 the Department of Defense announced the possible sale to the Government of Greece of six new production E-2C Airborne Early Warning and Control (AEW&C) mission systems as part of a purchase of either E-2C or C-130J airframe for AEW and Control, along with spares and repair parts, support equipment, training and training equipment, contractor technical and logistics personnel services, and other related requirements to ensure full program supportability. The estimated cost is $380 million. This proposed sale will contribute to the foreign policy and national security of the United States by improving the military capabilities of Greece and furthering NATO rationalization, standardization and interoperability.

According to DOD, this proposed sale is consistent with the stated U.S. policy of assisting friendly nations in providing for their own defense by allowing the transfer of reasonable amounts of defense articles and services. It will demonstrate the continued willingness of the U.S. to support efforts by Greece to improve their security through modernization of Greece's air defense forces. The AEW&C will be provided in accordance with, and subject to, the limitation on use and transfer provided for under the Arms Export Control Act, as embodied in the terms of sale. This sale will not adversely affect either the military balance in the region or U.S. efforts to encourage a negotiated settlement of the Cyprus question.

On June 16, 1999 it was announced that the Government of Egypt (GOE) had requested a possible sale for the upgrade of five E-2C Update Group II Mission Suite retrofit kits including AN/APS-145 Radar (Category XII) for existing E-2C aircraft, spare and repairs parts, support equipment, personnel training and training equipment, technical data and publications, system software development and installation, testing of new system modifications, U.S. Government and contractor engineering and logistics services and other related elements of program support. The estimated cost is $210 million.

According to DOD, this proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country which has been and continues to be an important force for political stability and economic progress in the Middle Eastern region. The GOE needs this upgrade of the retrofit kits to help maintain the operational readiness of its extended Airborne Early Warning (AEW) system and continue the interoperability with the United States. Egypt will have no difficulty absorbing this logistics support into its armed forces.

Taiwan received four E-2T [for Taiwan] Hawkeyes as of September 1995 as part of a $749.5 million deal with US firm Northrop Grumman. In conjunction with F-16 and Mirage 2000 fighters, the E-2Ts enhance Taiwan's air defence capability, increasing attack warning times from five minutes to 25 minutes.

On December 21, 1999 Northrop Grumman Corp., Bethpage, NY, was awarded a $104,600,000 modification to previously awarded contract N00019-97-C-0147 multiyear advanced acquisition contract for the procurement of two airborne early warning E-2T aircraft for the government of Taiwan under the Foreign Military Sales Program. On 15 April 2006 Taiwan commissioned its two new E-2K Hawkeye early-warning and control aircraft at an official ceremony at the Republic of China Air Force (ROCAF) base in Pingdong in southern Taiwan.

On 4 September 2002, the Defense Security Cooperation Agency notified Congress of a possible Foreign Military Sale to the United Arab Emirates of refurbished/upgraded E-2C aircraft to the E-2C HAWKEYE 2000 as well as associated equipment and services. The total value, if all options are exercised, could be as high as $400 million.

The Government of the United Arab Emirates requested a possible sale of 5 refurbished/upgraded E-2C aircraft to the E-2C HAWKEYE 2000, 5 AN/APS-145 radars, 5 OE-335/A antenna groups, 10 T56-A-425 engines, spare and repairs parts, support equipment, personnel training and training equipment, technical data and publications, tactical software and software laboratory, system software development and installation, testing of new system modifications, U.S. Government and contractor engineering and logistics services and other related elements of program support. The estimated cost is $400 million.

According to DOD, this proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country which has been and continues to be an important force for political stability and economic progress in the Middle East. The United Arab Emirates needs the E-2C aircraft to develop an effective air defense network for their naval forces and provide an Airborne Early Warning (AEW) surveillance and enhanced command, control, and communications capability. UAE will have no difficulty absorbing the E-2C aircraft into its armed forces. The proposed sale of this equipment and support will not affect the basic military balance in the region.
